Health Service Commission Visits NHLDS

1st September, 2025

The National Health Laboratory and Diagnostic Services (NHLDS) hosted the Health Service Commission, led by its Chairperson Dr. Henry Mwebesa, on their inaugural support supervision visit since assuming office.

The visit included a tour of the facility, followed by meetings with the top management team and the general staff. The Commission was received by Assistant Commissioner Dr. Caroline Achola and Lab Director Dr. Isaac Ssewanyana.

During his remarks, Dr. Mwebesa shared the Commission’s mandate and highlighted government efforts to address funding gaps created by the US fund freeze earlier this year.

Ministry of Finance is looking for money, and we believe it will create opportunities to absorb all staff. But the fund freeze also woke us up to the need for integration of services instead of working in silos for HIV, TB, and malaria.” Dr. Mwebesa noted.

He also interacted with the staff on Human Resource issues and Health Service delivery.

The Health Service Commission (HSC) is the statutory body responsible for recruiting, developing, and managing Uganda’s public health workforce. The Commission ensures that health sector personnel are deployed, promoted, supported, and integrated. By addressing staffing needs, promoting professional development, and guiding policy implementation, HSC strengthens health systems and improves service delivery.
